REP. I have not received any E-mail reply letter or signed reply letter from you or Rep. Donna Howard about this very important quality-of-life issue for me here in Austin.

Are you and State Rep. Donna Howard concerned about alleged violations of my own privacy rights during my nocturnal slumber that involve alleged repeated sexual rapes of myself occurring at times when I am, in fact, unconscious and snoring (and, of course, sleeping alone) on my Swedish bed inside my bolt-locked one-bedroom apartment unit in northwest Austin.

Also, is there any public-policy action relating to this major legal-liability issue facing state and local government here in Austin that you or State Rep. Donna Howard would be willing to pursue on my behalf?

As a former employee of DPS in Austin, I am very surprised that I have not heard back from you yet about this very important issue for me.

I mention this because your office is normally very prompt about sending me a reply note in response to polite inquiries I send to you by E-mail.

I would also like to take this opportunity to provide you with the official identification number for the criminal-law complaint I filed with APD on Dec. 21, 2011, for which extensive DNA swabs were done on several parts of my body in the early morning hours of Dec. 22, 2011, by a forensic nurse at St. David's Medical Center near UT-Austin. APD has identified that criminal-law alleged-continuous-sex-crimes (a felony crime) complaint from myself as 11-3550615.

Thank you in advance for your prompt response on this.

I might also take this opportunity to politely mention to your law-enforcement agency in Austin that the sooner the alleged continuous anal-sex rapes of myself during my nocturnal slumber inside my one-bedroom bolt-locked apartment unit are terminated for good, the better I will feel about the level of integrity and level of competence of our state and local law-enforcement agencies here in Austin.

So far, I have enjoyed only two total days (Sept. 3, 2011, and Sept. 10, 2011) since April 28, 2011, for instance, in which I myself woke up on my Swedish bed (a bed on which I always sleep alone, I would like to emphasize) and immediately sensed that NO ONE had allegedly sexually molested me or allegedly sexually raped me during my sleep that morning.

It felt great, on each of those two total days (Sept. 3, 2011, and Sept. 10, 2011) to sense that the Austin Police Department had finally made an arrest of a suspect accused of having allegedly raped me and allegedly molested me during my sleep as I lay alone on my Swedish bed.

Incidentally, I am very grateful to the Travis County District Attorney's Office for pointing out to me on the telephone several weeks ago that possibly an illegal intruder is allegedly entering my bolt-locked apartment unit through a secret compartment situated toward or above the ceiling of my vaulted-ceiling, top-floor apartment unit.

That first-rate official of the DA's Office, Ms. Norma Hilbig, helpfully informed me on the phone in late 2011 that because of the large amount of space between the ceiling above my kitchen and the roof atop my top-level apartment unit, there might conceivably be a situation in which an illegal intruder is allegedly entering my apartment unit from above my apartment.

Ms. Hilbig also pointed out to me at that time that I have an urgent need to myself rent a video camera or an infra-red photography camera in order to help document the alleged illegal break-ins into my apartment unit for law-enforcement agencies here in Austin, Ms. Hilbig stated to me. I did reply to her advice on the phone that I myself am low-income, and I might add at this time that I cannot currently afford to even rent a camera at this time.

I would be VERY grateful to the DPS if your State of Texas law-enforcement agency would be willing to help install an electronically sophisticated "spy camera" or "surveillance camera" inside the bedroom of my apartment unit (Apt. 325 at Wind River Crossing). That would then enable me to provide the Austin Police Department (APD) and the DA's Office in Austin with factual documentation of alleged sex crimes and alleged physical abuse of myself during my nocturnal slumber that APD thus far has failed to itself acknowledge are, in fact, occurring on an ongoing and year-round basis inside my bolt-locked apartment unit.

This is a supplement to the phone message I left with your office at about 3:05 p.m. today.

My legal name is John Kevin McMillan. My date of birth is April 27, 1957.

I am a former full-time employee of the Texas Department of Public Safety in Austin.

I am seeking to obtain confirmation from your State of Texas law-enforcement agency that you have in fact, obtained medical results on the numerous DNA medical swabs that were reportedly provided to your state agency in Austin on or about December 22, 2011.

Ms. Jacki Allen, Patient Relations Representative for St. David's Medical Center near UT-Austin, wrote and mailed to me a signed Jan. 23, 2012-dated letter on official St. Davi'd Medcial Center stationery (a letter I received in today's U.S. Postal Service mail delivery) that explained to me that "...The SANE nurse obtains any physical evidence from the patient and as per the chain of custody sends that evidence to DPS for testing and analysis."

I am the male adult victim of alleged continuous sex crimes, including forcible illegal anal rape of myself and alleged sexual torture of myself and alleged physical abuse of myself during my nocturnal slumber at a time when I was myself snoring and sound asleep and sleeping alone on my Swedish bed inside the bedroom of my bolt-locked, locked, and fully-secured one-bedroom, vaulted-ceiling, apartment unit in northwest Austin. I have NEVER at any time authorized ANY person to lie on my Swedish bed, or to be physically situated on my Swedish bed, at any time since I purchased that bed and had it installed in my bedroom in 2007.

A female forensic nurse for St. David's Hospital near UT-Austin did very extensive DNA medical testing on several portions of my body in the emergency room of St. David's in the early-morning hours of December 22, 2011. I had been admitted into the emergency room of that hospital for DNA medical-swabs of my body late on December 21, 2011, and I remained in hospital for several consecutive hours that night and in the early-morning hours of December 22, 2011. I made that visit to St. David's on late December 21, 2011, after I filed a criminal-law complaint with the Austin Police Department earlier that day relating to an alleged illegal intruder allegedly raping me during my sleep inside my bolt-locked and locked and fully-secured apartment unit.

The Austin Police Department has apparently indicated to me that no testing has been done on ANY of the DNA medical swabs that were obtained from several portions of my body (including my anus or anal cavity, my buttocks, my penis, my upper chest), early on Dec. 22, 2011. Detective David Silva of APD's Sex Crimes Unit in Austin has stated to me in an early January (possibly Jan. 4) 2012, phone message he left with me, a recorded message that I have saved for future reference, that the DNA medical swabs of my body were not pre-approved by the Austin Police Department, according to Detective Silva.

Thank you in advance for your helpful reply note in response to this follow-up inquiry from myself, as I would like very much to examine the test results on those DNA swabs of my own body that the DPS has apparently obtained.
